Prepare all the ingredients needed to make the minced cabbage and rice stew.

Peel the onions and carrots. Cut the onion into small cubes. Grate the carrots on a fine grater.

Heat the sunflower oil in a skillet and fry the onions and carrots in it, stirring occasionally, for 3 minutes.

Add minced meat (it can be any mince of your choice, I have beef).

Fry the minced meat until the color changes, season with salt and pepper during browning.

During the frying of the minced meat, finely chop the white cabbage.

Transfer the cabbage to the skillet with the sautéed minced meat.

Stir, pour in 50 ml of water and cover. Simmer cabbage with minced meat for about 7 minutes (until cabbage is soft).

Then add the washed rice.

Fry the rice with cabbage and minced meat over high heat for 5 minutes. In the meantime, boil the water, we will need 300 ml of boiling water.

Then fill the cabbage with minced meat and rice with tomato juice.

Pour in boiling water immediately. Add sugar and salt. Over high heat, without covering the pan with a lid, simmer cabbage with minced meat and rice, stirring occasionally, until the rice is almost completely cooked.

At the end of cooking, add chopped garlic to the stewed cabbage.

Toss the cabbage with the minced meat and rice one last time. Cover and leave the stewed cabbage on the already turned off stove for another 10 minutes to steep.
